Westside District

In collaboration with the Chattanooga Housing Authority (CHA), Chattanooga Design Studio (CDS), the City of Chattanooga, and as a consultant to EJP Consulting Group, Smith Gee Studio (SGS) led the master planning design team for the redevelopment of an urban neighborhood near downtown that includes multiple public housing properties.

From the very beginning, there were intentional efforts to execute robust and dynamic public engagement opportunities. The success of this plan is backed up by the support and ideas from its residents and crucial stakeholders, so special attention was given to encourage maximum participation throughout the planning stages. Everyone realized from the beginning that it would be a challenge due to the deep and understandable mistrust of planning and redevelopment efforts among Westside residents, former residents, and other community stakeholders. Going back over 70 years, people living and owning businesses in the Westside were subjected to decisions that damaged their homes and livelihoods, cut them off from downtown, and diminished their life choices and access to jobs, education, and services.

The plan reflects the community’s priorities, with a commitment to replacing all aging low-income housing units one-for-one while introducing a mix of workforce and market-rate housing. It also incorporates new commercial spaces, neighborhood amenities, and public services to support a vibrant, inclusive, and equitable community.
