Innovation District

With recent investment in Chattanooga’s Innovation District—and more on the horizon—there is a growing need for a clear, strategic plan to guide future development in alignment with the district’s vision and goals. Key infill parcels were analyzed to create a practical, forward-looking development framework.

The study focused on a central portion of the Innovation District, encompassing the University of Tennessee at Chattanooga (UTC), nearby public and private properties, and centered around the Bessie Smith Cultural Center. The plan emphasizes the Cultural Center’s role as a community anchor, featuring activated, walkable streetscapes, a balanced mix of uses, affordable housing, and enhanced parking solutions.

It also strengthens the connection between UTC’s campus and downtown, particularly along the MLK corridor, through targeted student housing, public amenities, open space, and improved pedestrian infrastructure—supporting a vibrant, inclusive, and connected urban environment.
